Caroline’s practice focuses on both counseling and litigation for private and public clients. Her primary focus and expertise is in environmental law, with experience in land use and entitlements, water rights issues, implementation of the newly enacted state water conservation and groundwater measures, and a broad range of state and federal environmental laws, including CEQA, NEPA, CWA, and the ESA. In addition, she advises the firm’s public agency clients, including water, transit, and other special districts, and cities, on a variety of legal issues such as public procurement, environmental compliance, public finance and revenue measures (Propositions 13, 26, 218), and data protection and privacy laws. She has experience drafting and negotiating agreements for purchases and sales of goods and real estate, leases, public works projects, technology procurements, software licensing and maintenance, funding agreements, and other complex transactions.

Prior to joining Hanson Bridgett, Caroline worked as a judicial law clerk for the Honorable Edward M. Chen of the United States District Court, Northern District of California. While in school, Caroline was a law clerk for the White House Council on Environmental Quality, Office of General Counsel, as well as the United Nations Development Programme with Fiji's Department of Environment where she helped draft the Nation's first recycling regulation.
